In a unanimous decision, the Metropolitan Planning Commission has approved a rezoning plan to continue the revitalization of Nashville’s landmark Rock Harbor Marina. With the approval of its SP (“specific plan”) zoning, marina owner Prescott Group will move forward with its plan to introduce new amenities to the neighborhood. Rock Harbor Marina is situated in the Charlotte Park neighborhood, adjacent to The Nations, and 10 minutes to Downtown Nashville. The marina is located at 525 Basswood Avenue; Mile Marker 175 on the Cumberland River.

“Rock Harbor is a very special place, and we’re fortunate to be able to usher this property into the next phase,” said Prescott Regional Manager, Wes O’Quinn. “We want to create a community hub of activity that is more accessible to the general public. We want to give the river to the city.”

Speaking before the commission, District 20 Councilman Rollin Horton highlighted the “years of deep engagement and collaboration” between the neighbors of Rock Harbor and Dallas-based developer, Prescott Group. The councilman also emphasized the importance of the enhanced access to the Cumberland River the project will provide, as well as the additional offerings that will be available to the community.
Rock Harbor’s vision for developing a mixed-use neighborhood offering retail, residential and leisure opportunities has been shaped through over 100 meetings with residents and community stakeholders.

After acquiring Rock Harbor Marina in 2021, Prescott Group assembled an experienced local team. The developer also enlisted Elliott Kyle of Equitable Property Company as project broker. Elliott’s past projects include Fifth + Broadway, Edgehill Village, Sylvan Supply and many more, serving a wide range of clients from Strategic Hospitality to Shake Shack and Jeni’s Splendid Ice Creams. Rock Harbor Marina conducted a community survey last year so Nashvillians could help envision future development, including new housing opportunities on the property. Over 500 overwhelmingly positive responses included ideas ranging from water taxis and outdoor spaces for dining, to conservation education and watershed protection. Over the course of this year, nearly 200 neighbors, including adjacent landowners, have written letters of support for Rock Harbor’s rezoning to the Commission.
