Attainable housing developer, Holladay Ventures, is eyeing its 3rd mixed-use development along the Dickerson Pike corridor. Artist Lofts is a 525-unit phased mixed-use development situated between Due West Avenue North and Mulberry Downs Circle. Phase 1 of the project includes 253-units in the mixed-use district and 25 townhomes. The remainder of the units are located in the Phase 2 mixed-use district and Phase 3 single family homes. The project will also look to create a new pedestrian experience North of Briley Parkway, as it is approved for 22,000 SF of commercial use with frontage along Dickerson Pike. The address is 3539 Dickerson Pike.

The developer believes the northern segment of Dickerson Pike remains poised for meaningful transformation. In a conversation, Evan Holladay noted that the location presents significant opportunities to connect with Madison and is anchored by key developments such as a major hospital, Walmart, and Lowe’s and an upcoming Thorntons. With momentum already underway, recent investments such as the mayor’s transportation fund signal a major step forward in realizing the area’s full potential.

The project includes multifamily residences in the first two phases, followed by single-family homes in the longer term. Holladay also emphasized that homeownership opportunities will range from affordable and workforce housing to market-rate options, ensuring accessibility across income levels. The developer also noted that while the vision is focused on creating an artist’s community, opportunities to live in the development are not limited to artists.
The project received preliminary SP Approval in December of 2023 and has submitted the final site plan for phase 1. The request was made by Barge Civil Associates on behalf of the property owners. Here’s the quick rundown:

The Phase 1 mixed-use zone includes 253 residential units across two buildings (shown as Building A), a relocated daycare facility (Building B), 25 Townhomes (Building C), and is approved for 22,000 SF of retail/commercial space. Building A is the northernmost building and includes the parking garage. Both building structures will rise 7 stories from Dickerson Pike and are anchored with a large retail plaza between the two buildings. Plans also show a traffic loop at the entrance to the parking garage to relieve potential congestion from Dickerson Pike.


Lotus Learning Center currently exists on the property and is slated to be demolished. Plans show the Learning Center relocated within the new development as Building B. Building B is located south of a new entry road onto the property, creating separation from the retail zone. It also has a dedicated play area. Building C includes 25 first time homebuyer townhomes in partnership with the non-profit New Level CDC. Those homes will be for sale at 80% AMI according to the Developer.

The development will feature approximately 20 acres of conserved green space, including trails and a creek. There is also ample bike parking throughout the development and a dedicated bus stop along WeGo Bus Route 79. This thoughtful approach integrates diverse housing options with sustainable design, laying the groundwork for a vibrant and inclusive neighborhood. Phase 2 of the development includes a multifamily building, while phase 3 is proposed primarily as single family homes.
