Plans for the first mixed-use residential development have surfaced for the East Bank, the upcoming neighborhood anchored by the Cumberland River and new Nissan Stadium. Developed in partnership between The Fallon Company and Elmington, the East Bank Flats will bring a new 6-story 100% affordable mixed-use project to Parcel G, located within the parking lot across from the upcoming stadium. The property is bordered by Shelby Avenue, S 2nd Street, and Sylvan Street in the Shelby’s Bend District. The reference address is 501 S 2nd Street.

The goal of the East Bank IDA (Initial Development Area) plan is to build a neighborhood first. To accomplish this, Fallon is required to deliver 1,550 housing units with a mix of affordability. More specifically, within the first two years of site availability the developer must deliver 300, 100% affordable residential units at one time, with constructed and reserved space for a daycare. Parcel G is also phased with plans for another mixed-use development. Additionally, the project is generally consistent with the East Bank Public Realm framework. For Parcel G, the guidance outlines:
- Sweet Gum and Lace Bark Elm trees along Shelby Ave and S 2nd Street respectively.
- Public Lobbies on Shelby Ave & Sylvan Street.
- Loading Areas on Sylvan Street.
- Activated Frontages along public facing streets.

The 6-story podium project is similar in scale to the recently completed market rate mixed-use development in the River North District of the East Bank. East Bank Flats propose a mix of 245 one bedrooms, 40 two bedrooms, and 38 three-bedroom apartments. There is a 3-level parking structure which has one level below grade and is concealed by the residences and street level activation above grade. There are also two courtyards at the concrete podium cap where the buildings split into east and west towers for levels 3-6.
The leasing office and community center is located at the corner of Shelby Avenue closest to interstate 24. The remainder of the street level along Shelby Avenue is anchored by 12,605 SF of retail. The daycare is located along S 2nd Street with the vehicular parking entrance and loading area located on Sylvan Street. The green space along S 2nd Street also doubles as right-of-way for the future street realignment.
The project is tentatively scheduled for 7/1/2025 MDHA Design Review Committee.
