Skanska has begun work on the new Franklin City Hall in Williamson County. With demolition of the original structure now complete, the first phase of construction is now underway. The new, state-of-the-art facility will feature expanded government office space, public meeting rooms, open plazas, green space, and public art installations.

Recently, Skanska erected the tower crane on site, marking a major milestone in the construction process and preparing the team to begin vertical concrete work. While the new building will incorporate modern infrastructure and amenities, its exterior design will reflect the historic character of Downtown Franklin, preserving the architectural integrity of the area.

The new City Hall will transform an entire block on the historic Public Square into a vibrant, community-centered destination.
Project highlights include:
- A three-story City Hall designed to accommodate more than 240 employees
- Dedicated public meeting spaces for civic groups such as the Public Arts Commission and Downtown Neighborhood Association
- Commercial tenant spaces along Third Avenue South to support local businesses and enhance street-level activity
- A subgrade parking garage with approximately 200 spaces to ease downtown parking needs
- A new plaza constructed over part of the parking deck
- Expanded public restrooms to better serve downtown Franklin visitors
- An enlarged plaza on the Square to support community events and festivals
- A pedestrian promenade with full ADA accessibility for improved walkability and inclusivity
- Utility and streetscape upgrades on both sides of Third Avenue, including wider sidewalks, landscaping, and public seating
- A new one-acre public park to provide green space and recreational opportunities

Skanska has completed demolition and enabling activities, including utilities, sitework, and shoring, have already been completed. Franklin’s new City Hall is expected to be completed by fall 2027.
