Bell Construction recently completed heavy highway/civil work on Project Soaring Eagle, a major infrastructure initiative supporting a new Sam’s Club location planned along South Hartmann Drive in Lebanon. Project Soaring Eagle is the name city officials have used for the Sam’s Club project and related infrastructure improvements.

The infrastructure improvements for this retail project include new turning lanes on South Hartmann Drive, two new roads, street lighting, sidewalks, crosswalks and a traffic signal. City leaders have described the underlying infrastructure as a strategic investment in Lebanon’s “main gateway,” designed to support new retail, attract additional sit-down restaurants and strengthen the city’s position as a regional hub. The project is expected to generate millions of dollars in sales and property tax revenue and bring approximately 155 new jobs to Wilson County.
With the Project Soaring Eagle infrastructure now complete, Lebanon is positioned to move forward with the planned Sam’s Club store, which city officials have identified as a key anchor for future retail growth at the gateway.
