Local affordable housing developer, The Clear Blue Company has submitted updated plans for Skyline Apartments, a new multifamily development on Dickerson Pike. The project is situated between the Skyline Commons shopping Center and TriStar Skyline Medical Center. The newly subdivided large parcel has been long planned as a future development and recently opened a Thorntons. The site address is 915 & 917 Skyline Ridge Drive and is along the Dickerson Pike transit corridor.


The multifamily site was previously approved for up to 280 multifamily units and 480 assisted living beds. The units were spread across multiple garden-style apartments with a max height of 4-stories within 45 feet.
The Developer is now proposing to amend the existing plan to reduce the environmental impact of the project. They plan to do this by replacing the previously approved 10-buildings surrounded by surface parking, with one building which has a structured parking deck. SV Design is listed as the architect for the new building which is proposed as 5-stories within 65 feet. There is no increase to the number of approved units, however, the plan didn’t specify if this was still proposed as assisted living.

A request has been submitted to amend the Specific Plan zoning for the properties. Once approved, the request will permit the 280 multi-family residential units within 5 floors on the 21.95 acres site. The request was made by Kimley-Horn on behalf of the property owner.
The project is scheduled for the 3/12/2026 Metro Planning Commission Agenda.
