Pleasant Green Baptist Church CDC (The Church) and local attainable housing developer The Rebecca James Company, are looking to revitalize Jefferson Street with an affordable mixed-use development. Hope House will soon become a new 7-story apartment building with a structured parking deck and ground floor retail. The developer shared that the project will be 100% affordable at 60% AMI.

The impacts from the installation of Interstate 40 in the 60’s through the once vibrant corridor in the historically Black neighborhood can still be seen today. The property is located near both Fisk University and Meharry Medical College and is a prime opportunity to bring more affordable housing options closer to the Midtown and Downtown cores. Plans show Pleasant Green Baptist Church remaining in its existing location as the new development will occupy the vacant land surrounding it at 1410 Jefferson Street.

The Rebecca James Company is leading the project along with development partners Martin Development LLC and EHR Development LLC, all cohort members of the Urban League of Middle Tennessee Red Academy. The ambitious proposal is envisioned to bring new energy to the historic corridor, making it a place where people once again can live, work, and shop.

The developer is actively working with the Office of Planning and will soon have updated renderings as the development continues to make progress. When asked about what considerations were given to the size and density of the project, the developer noted that given current market conditions, anything smaller would become nearly impossible to pencil.
A request has been submitted to rezone the property from R6 and CS to SP zoning, which is located within the Jefferson Street Redevelopment District. Once approved the request will advance the mixed-use development on the 1.79 acres site. The request was made by Thomas and Hutton, on behalf of the property owner. Here’s the quick rundown:

The plan is in the early stages, however, the project includes 168 units across 2-3 buildings with structured parking. The buildings are capped at 7-stories and are connected through sky bridges, similar to recent projects throughout the city. The ground floor will be activated with 6,000 SF of commercial/retail space facing Jefferson Street.
Through its non-profit arm, The Church will also provide onsite services to assist residents with building financial resilience that can lead to potential home ownership. They are also looking to bring a childcare operator as well.
Hope House is scheduled for the 3/12/2026 Metro planning Commission agenda.
