The Metropolitan Development and Housing Agency (MDHA) has reached the final planning stage for phase 1 of transforming Napier Sudekum into a new mixed-use development. Under the Napier and Sudekum Transformation plan, the public housing community will be replaced with a mixed-income neighborhood that will feature planned 2,002 units. This includes a one-for-one replacement of the existing 821 subsidized units and the addition of 1,181 workforce and market rate units with community amenities. The property address is currently 128 Lafayette Street.

The Metropolitan Development and Housing Agency’s (MDHA) Board of Commissioners approved the plan on Nov. 12, 2025. This allowed MDHA to collaborate with a team of co-developers on the Agency’s Napier and Sudekum Transformation plan. It also established the framework for how both parties will work together. Earlier this year MDHA announced the developers involved which included:
- The NHP Foundation
- The Peebles Corporation
- APK Development & Construction, LLC.
- Legacy Real Estate Development, Inc., and
- Pillars Development LLC
A request has been submitted for final site plan approval for a portion of the property which is zoned SP. Once approved, the request will permit the mixed-use development on 5.2 of the 57.86-acre site. The request was made by Barge Design Solutions on behalf of MDHA. Here’s the quick rundown:
